Jun 06, 2020 · On April 6, 2020, the California State Judicial Council adopted Emergency Rule 9 in response to the COVID-19 pandemic. These Rules supersede all prior Emergency and Supplemental Emergency Local Rules – Civil, except where expressly stated otherwise The emergency rules apply to both residential and commercial tenants and borrowers, and govern all California State Courts. This temporary rule intentionally reduces service by mail by requiring attorneys to use electronic service more often. These Rules are effective September 2, 2020, subject to the limitations imposed by the Orders.
